Jack Russells are a handful. They are full of energy and require a lot of exercise and they are very protective of their owner. You need to get training and exercise in to see if this helps. Also search the web on the dog breed itself.
References :
Which dog was there first, the Jack Russell or the Schnoodle? You have no right to decide what to do with your Grandma's dog; that decision should be left up to her. I suspect the Schnoodle came in last and the Jack Russell doesn't want it in the house. Apparently it's getting more attention than the JR and that's why he is acting up. Separate the dogs, don't let them be together and see if that helps.

You need to stay out of the decision and leave it up to Grandma. Maybe she is right about the Schnoodle and you should get rid of it. You gave the JR to her and it is no longer yours and you have no right to make a decision concerning it.
References :
You need to consult a dog trainer first. Jack Russells have tons of energy and I doubt your grandma takes it on long walks. It may be small, but I would never get a Jack Russell as a "sweet lap dog". I'm surprised they recommended it for an older person. It doesn't sound like the dog has had much training to let it know the human is in charge. That's why it's biting. You need to try to fix the issue before getting rid of the dog since you took on the responsibility of adopting it. If all else fails, talk with your grandma and explain the issue and then personally find it a good home with a family who can meet its exercise needs. Again, please try to fix the issue first by signing up for a basic training class (Petsmart offers them) and making sure it gets 2 walks a day and maybe a game of fetch in the yard. Seriously, it doesn't sound like the dog actually has a problem other than it hasn't been trained properly and doesn't get enough exercise.
References :
Well mistake number one was just buying grandma a surprise dog. Number too was not making sure the dog was a good fit AND making sure the dog would be trained. JRTs are not lapdogs.. The dog needs training and a hell of a lot more exercise.

As for what to do - you got your grandmother and mother into this mess, figure out yourself.
References :
One night when you Grandmother is sleeping, you sneak into her house and take the terrier to an abandoned warehouse. Make sure to bring you're 12-gauge shot gun, and before you shoot it say "Say hello to my little friend". Then, when your grandma asks what happened tell her he is "sleeping with the fishes"
References :
Start getting the pup used to wearing a collar & leash around the house.
Wait until the puppy has completed all his vaccination shots at approc 12-14 weeks... and then wait 2 more weeks (approx 16 weeks old) before taking the pup out in public.

Then, the general rule for walkies is 5 mins walk for every month of age.
So... a 4 month old dog would get a 20 minute walk.
References :
If you got your puppy from a reputable breeder he/she may have already collar and leash broke the pup( I do). So You can then begin to walk your pup in your yard for short periods of time, 10 to 20 minutes.
You must be careful to stay clear of areas that other dogs have been in case you dog does not have all shots.

If the pup is younger, start as soon as you get him/her getting used to a collar, then the leash.
And then walking.
References :
You can start walking your dog anytime after 8 weeks of age. Since jack Russell's are naturally energetic and prone to tantrums if not exercised frequently I would suggest for now, one 30 minute walk per day. Then 2 30 minute walks per day after he/she reaches 4 months..I would keep this 2 walk a day routine EVERYDAY for as long as your pet feels up to it.
